Continually Navigating MS4 Permit Program Challenges in Kansas City, MO
The City of Kansas City has been implementing the Phase I Municipal Separate Storm Sewer System (MS4) Permit compliance program for over two decades. Like many other MS4 communities, the City has experienced varied challenges along this compliance path. Some of these challenges include limited workforce; low levels of funding through nominal stormwater rates; inconsistent and varied collaboration across multiple City departments relevant to stormwater management; and needed prioritization to other mandated regulatory requirements. These challenges at times recalcitrated and varied year to year requiring adaptive management practices to achieve permit compliance. This webinar will share how the City worked through or with these challenges to ensure its full compliance with the Permit requirements, while turning the regulatory obligation to a driving force to develop programs of practical value for the City.
